在中国运输巡回论坛(太原站)上,国家发展和改革委员会综合运输研究所运输管理和物流室主任冯浩发表讲演认为:燃油税方案在推行之初,其税率水平在30%~50%的可能性较大。至于中央和地方的税收分配问题,预计仍维持原有的分配原则,对军队、武警部队、铁路、国家储备、农垦(包括兵团)等直供燃油征收的燃油税以及由海关征收的燃油税全部作为中央收入;其余燃油税收入,中央分享40%,地方分享60%。
