The core concept of the “Outline of the National Medium and Long-term Education Reform and Development Plan (2010-2020)” (hereinafter referred to as the “Education Plan”) promulgated in 2010 is “for the lifelong development of every student”. It contains three meanings: the development of all students, the lifelong education of students and the all-round development of students. To be real
