随着棉花流通体制市场化改革的不断深入,棉花信贷外部环境发生了重大的变化。农发行应主动适应这一变化,在履行好现有职能的同时,从实际出发,对贷款对象、贷款管理方式等做出相应调整,建立符合国家棉花流通体制、购销政策和封闭管理要求的棉花信贷管理机制。为此,笔者对当前河北省棉花市场及信贷管理工作进行了调查。一、2002年棉花收购资金管理特点及面临的问题1.棉花收购价格高,导致企业销售成本提高。2002棉花年度,棉花购销形势呈现“两降一升”特点,即种植面积下降,棉花总产量下降,收购价格持续攀升。以河北省为例,种植棉花623.8万亩,较上年减少4%,总产量为800万担,较上年减
