肇始于2005年的辽宁省棚户区改造工程,探索出了许多实践经验:在低收入住区发展的体制与模式上坚持政府主导,市场运作;在低收入住区发展的战略与规划上,制定了顶层设计,统筹兼顾的思路;在低收入住区发展的制度与政策上,实行综合配套,利民长效机制;在低收入住区发展的管理与服务上,推行规范有序,人本自治理念;在低收入住区发展的思想与方法上,坚持全面、系统与可持续。
