十一届三中全会以来,我国已制定颁布了三百多个经济法规,而且制订了经济立法规划,经济立法工作取得了可喜成绩。这表明我们党和国家越来越重视经济法制工作,重视用法律手段管理经济。但是,我们也应注意,在我国经济法规的起草、审批等方面,都还存在一些问题,应予高度重视。本文拟就经济法规草拟过程中存在的一个突出的问题,谈点看法并提出建议。就目前我国经济立法的工作情况看,经济法规的起草工作一般由全国人大或国务院委托
Since the Third Plenary Session of the 11th Central Committee of the Communist Party of China, China has promulgated and enacted more than 300 economic laws and regulations and formulated economic and legislative plans. The economic legislative work has made gratifying achievements. This shows that our party and our country pay more and more attention to the work of economic legal system and attach importance to using the legal means to manage the economy. However, we should also note that there are still some problems in the drafting and examination and approval of China’s economic laws and regulations, which should be given high priority. This article intends to draft the economic laws exist in the process of a prominent problem, talk about the views and make recommendations.
