一、县级财政机构内部岗位设置较为科学的几种模式模式之一:设置“四股一室”。据笔者所知,目前县级财政机构内部岗位少则十几个,多则几十个。由于分工越来越细,岗位越来越多,部门之间相互掣肘,使得办事效率越来越低。鉴此,县级财政机构内部岗位不妨按“四股一室”设置,即预算行财股(将预算、行财合而为一)、企业财务管理股(将工交、商贸、外经等职能相近的岗位合并)、农财股(将现有农财、农税、农业开发等岗位合并)、综合股(把综合计划、预算外资金、国债以及会计事务捆在一起)和办公室(包括文秘、行政事务、政工、人事、科研、纪检、
