为了进一步提高认识,加大《若干意见》贯彻实施力度,坚持毫不动摇地发展公有制经济的同时毫不动摇地鼓励、支持和引导非公有制经济发展。2006年2月24日,国家发改委和全国工商联在人民大会堂联合举办座谈会,就国务院关于鼓励支持和引导个体私营等非公有制经济发展的若干意见颁布一周年的实施情况进行座谈,会议由全国工商联副主席谢伯阳同志主持。出席座谈会的主要领导有全国政协副主席、全国工商联主席黄孟复同志,中央统战部副部长、全国工商联党组书记、第一副主席胡德平同志;国家发改委副主任欧新黔同志及国务院有关部委的一些负责同志、企业家和新闻界的媒体朋友。这一年按国务院的部署,国家发改委牵头并汇同有关部门研究并制定了贯彻落实《若干意见》重要举措分工的一个方案。经国务院批准后印发了国务院56个部门和单位。各部门、各单位以及各省市党委政府认真学习、深刻领会文件的精神。研究制定配套政策和办法,有些已经颁布出台了支持引导非公有制经济发展的规章,有些制定了具体的实施意见,有些省市以党委、政府名义召开了专门会议,安排、部署、贯彻、落实工作。从全国范围来看36条的贯彻落实工作进展基本顺利,取得了良好的效果,这也使得我们个体私营等非公有制经济这一年来一直保持着良好的发展态势,主要经济指标都有了新的增长。从这一年贯彻落实三十六条的情况看,大家一致认为《若干意见》是一部全面促进非共有制经济发展的重要政策性文件,是国家进一步推进经济体制改革坚持和完善社会主义基本经济制度的一项重要举措。36条的发布实施是非公有制经济发展历史上的一个重要里程碑,对推动非公有制经济跨入历史发展的新阶段、实现更快更好的发展,为十一五规划做出新的贡献具有十分重要的现实意义和深远的历史影响。为了让大家更好的了解这次座谈会的主要内容,我们整理了会上部分同志的发言录音,由于未经本人确认,可能有错误的地方,敬请作者和读者谅解。本刊在此进行全文刊登,以飨读者

The progress made in implementing and implementing 36 articles nationwide was basically smooth and achieved good results. This has also kept our non-public-owned economy such as the private sector and the private sector maintaining a good momentum of development during the year, with major new economic indicators increase.
