随着工业化和城市化进程的加快,大量的农民因失去土地而失去生活保障的状况已经引起普遍关注。从目前情况看,农村户口人员失地情况存在普遍;失地拆迁补偿形式简单;社会保障没有同步;失地后思想观念缺乏转变;生活水平下降。本文指出充分尊重和保护农民权益,适时转换农民身份,健全各项社会保障,对农民权益的基本内涵、历史变迁与现实特征进行分析,对城乡一体化改革进程中农民劳动权益、土地权益等经济权益的实现与保障情况进行了规范和实证研究等。
With the acceleration of industrialization and urbanization, the situation of large numbers of peasants losing their livelihood due to the loss of land has drawn widespread attention. Judging from the current situation, the loss of land for rural hukou personnel is widespread; the forms of compensation for landless land acquisition and house demolition are simple; the social security is not synchronized; the ideological concepts after landlessment are lacking in transition; and the standard of living is declining. This paper points out that we should fully respect and protect the rights and interests of peasants, change peasants’ identities in time, improve social security, analyze the basic connotation, historic changes and realistic features of peasants’ rights and interests, analyze the peasants’ labor rights and interests and land rights and interests in the process of urban-rural integration reform Rights and interests of the realization and protection of the norms and empirical research.
