平度市住院分娩率是青岛地区较低的一个市(县)。1996年,我们根据卫生部、公安部(1995)第10号关于统一规范《出生医学证明》的文件精神,从3月1日起在全市依法统一使用《出生医学证明》,并尝试将发放《出生医学证明》与整顿农村接生员队伍,逐步取缔家庭接生等一系列母婴保健规范管理措施相结合,使我市住院分娩率由1995年的80.1％上升到1996年的98.05％,有效地保证了母婴安全。我们的具体做法是:
