党的十三届五中全会决定,“用三年或者更长一些时间基本完成治理整顿任务”。根据中央决定和交通部以及省、市政府对治理整顿运输市场的部署,认真总结两年多来汽车维修行业治理整顿工作的经验、教训,分析、探讨行业的现状和发展。我们认为:汽车维修行业的整治工作是一项长期、艰巨、复杂的任务,要做到长计划、短安排,目标明确、分步实施。我市汽车维修行业的开业整顿、市场整顿和局部质量整顿工作历时两年半,取得了“分清类别,理顺关系,纳入统一管理,市场秩序明显好转,不正之风日趋收敛”的良好效果。但仍然存在着不少问题,主要是:1.维修市场上超类别越级修理、修车质量低劣、回扣馈物、乱收费、无证照非法经
The Fifth Plenary Session of the 13th Central Committee of the Party decided that “the task of rectifying and remediating should be basically completed in three or more years.” According to the decision of the Central Government and the arrangements made by the Ministry of Communications and the provincial and municipal governments for the government to rectify the transport market, the central government has earnestly summed up the experiences and lessons learned in the rectification work of the automobile maintenance industry over the past two years and analyzed and discussed the status quo and development of the industry. In our opinion, the remediation of the automobile maintenance industry is a long-term, arduous and complicated task. We must make long plans, short arrangements, clear objectives and step by step implementation. After a two-and-a-half-year period of opening up and rectification of the automobile maintenance industry in our city, the rectification of the market and partial quality rectification lasted for two and a half years and achieved the good results of “distinguishing categories, straightening out relations, incorporating unified management, obviously improving market order and increasing unhealthy tendencies.” But there are still many problems, mainly: 1. Maintenance of the super-class repair on the market more categories, poor quality car repair, rebates and gifts, indiscriminate charges, illegitimate license
