一、会议概况陕西省第一届各界人民代表会议,于八月十三日下午开幕,代表五百三十九名,实到五百一十名。会议中间,报告一天半,小组会讨论两天半,大会讨论三天半,选举一天,休会一天,二十三日下午闭幕。这次会议,代行省人民代表大会职权,听取并审核省人民政府半年工作报告,讨论并通过马明方主席关于陕西省土地改革和一般工作任务的报告,本年度财政收支概算,以及其他各种工作报告。选举省人民政府主席、副主席及委员,组成省人民政府委员会;选举省协商委员会主席、副主席及委员,组成省协商委员会。会议始终在团结、民主、和谐的气氛中进行。
I. Overview of the Conference The first session of the people’s congress of all walks of life in Shaanxi Province was opened on the afternoon of August 13, representing 539 people, amounting to 510. Elect the chairman, vice chairman and members of the provincial people’s government to form a committee of the people’s government of the province; elect the chairman, vice chairman and members of the provincial consultative committee to form the provincial consultative committee. The meeting has always taken place in an atmosphere of solidarity, democracy and harmony.
