退伍军人的安置工作是敌后抗日根据地的一项重要工作。退伍军人能否妥善安置,直接关系到抗日军队的巩固和根据地的稳定。陕甘宁边区政府为把这一工作做好,从1937年开始,先后颁布相关条例,制定了较为完善的抗日军人退伍制度,并以此为依据,在边区人民的帮助下,分两个阶段对退伍军人进行了妥善安置。边区退伍军人的妥善安置,对边区的社会稳定,激励士气,推动扩军、归队工作有着重要的历史意义。
