主体功能区战略提出后在我国得到快速开展,生态功能区在承担环境保护义务的同时需要得到相应经济补偿的问题,引起了广大学者的关注并逐渐成为学术界研究的一个热点话题。已有的研究主要集中在对生态补偿转移支付的路径优化、实践及方法等方面,并取得了一定的研究成果。但由于我国主体功能区划提出时间不长,对其生态补偿转移支付制度的研究并不全面,一些关键性问题未得到解决。通过梳理主体功能区生态补偿转移支付制度的研究现状,展望我国在该领域的研究方向,以期促进相关政策的制定。
After the main functional area strategy was put forward, it has been carried out rapidly in our country. The ecological functional area needs to get the corresponding economic compensation while undertaking environmental protection obligations. It has aroused the attention of the majority of scholars and has gradually become a hot topic in academic research. Existing researches mainly focus on the path optimization, practice and method of ecological compensation transfer payment, and have achieved some research results. However, due to the fact that the main functional zoning proposed in our country lasted for a long time, the research on its ecological compensation transfer payment system is not comprehensive and some key problems have not been solved. By combing the research status of the ecological compensation transfer payment system in the main functional area, the research direction of our country in this field is prospected in order to promote the formulation of related policies.
