新年过后,防卫厅刚刚改挂了防卫省的牌子,日本就与美国加紧策划了一系列的联合军事演习。日本的天空究竟属于谁?这个看似简单的问题,其实回答起来并非易事。这是因为日本很多空域是被美军管制的,比如冲绳全境的空中管制权就属于美军。甚至首都东京及其周边高度在3600~7000米之间的空域,也是由美国空军基地管理的。任何日本飞机在这一空域飞行都必须接受航空管制,并办理繁琐的申请手续。为了避免麻烦,从东京起飞的很多日本国内航班只得先在东京湾盘旋上升,爬高越过这个区域后再飞往目的地。
After the New Year, the Defense Agency just changed its name to the Ministry of Defense and Japan has stepped up a series of joint military exercises with the United States. Who does the sky in Japan belong to? This seemingly simple question is actually not easy to answer. This is because many of Japan’s airspace is controlled by the U.S. military. For example, air control rights throughout Okinawa belong to the U.S. military. Even the airspace between 3600 and 7000 meters in the capital Tokyo and its surrounding areas is also managed by the U.S. Air Force Base. Any Japanese aircraft flying in this airspace must be subject to air traffic control and apply for tedious procedures. To avoid any hassle, many Japanese domestic flights that take off from Tokyo have to first circumnavigate Tokyo Bay and climb over this area before flying to their destinations.
