日前,在中国人民大学医改研究中心主办的医改论坛暨“十三五”规划座谈会上,与会学者对国务院印发的《“十三五”深化医药卫生体制改革规划》进行了分析和解读,并对未来医改怎么走提出了自己的观点。医改落实三大转变国家卫生计生委体改司卫生计生监察专员姚建红:“十三五”医改规划有3个转变:第一从打好基础向提升质量转变。第二从形成框架向制度建设转变。第三从单项突破向系统集成、综合推进转变。
