(一) 在深化企业改革的新形势下,如同对搞好国营大中型企业已进入深层次的思考和实践——转换经营机制的思考和实践一样,对加强和改进企业思想政治工作,也应当进入深层次,即进入对机制的思考和实践。要透过表层现象的描述,探究在社会主义有计划商品经济条件下,企业思想政治工作内容、形式和方法的规律性。这就提出了“完善企业思想政治工作机制”的命题。党的十一届三中全会以来,企业思想政治工作在改革开放的历史条件下,取得了很大成绩,然而也受到了严重挫折。
