相对于美国公共权力机构多中心、分散化的多样性模式而言,中国公共权力是单一制模式下的全能层级制。虽然中美两国在政治制度和文化传统上有着诸多差异,但是美国地方政府改革取得的经验仍然对中国的地方政府体制改革具有积极的借鉴意义。 Compared with the multi-center and decentralized diversity model of the U.S. public authorities, China’s public power is an all-round hierarchy under the mono-system model. Although China and the United States have many differences in political system and cultural tradition, the experience gained by the reform of the U.S. local government still has positive reference to the system reform of the local government in China.
