近现代经济社会的产生和发展,是和企业家的出现以及其发挥的作用分不开的。所以,一般把企业家看作是推动经济发展的中心人物,是资本主义的灵魂。虽然在促使计划体制向市场体制转轨的过程中,企业家在其中能起多大的作用还没有先例,但从近代企业的产生和近代社会经济的变迁,以及中国改革以来我国企业家在其中的作用,仍然不难看出,如果缺了企业家这一核心要素,其变迁和转轨便难以发生。但由于过去计划经济体制的影响,我国长期缺乏企业家成长的环境和社会条件,虽然改革开放以来情况有所改善,但是,造就一支现代企业所需要的企业家队伍,仍然还需要在市场和制度条件以及经济和社会环境等方面,为这样一支队伍的形成进一步创造所需要的条件。所以,本文从分析转轨过程中的企业家涵义和功能出发,提出了完善我国企业家市场的若干政策建议。

Although the situation has been improved since the reform and opening up, the entrepreneurial team needed to create a modern enterprise still needs to be well- Institutional conditions and economic and social environment and other aspects, for the formation of such a team to further create the necessary conditions. Therefore, based on the analysis of the connotation and function of entrepreneurs during the transition, this paper puts forward some policy suggestions to improve our country's entrepreneurial market.
