在社会经济快速发展和城市化进程加快的背景下,防灾安全等城市问题日益严峻,地下空间的开发利用是解决日益严峻的土地紧缺、环境恶化、交通堵塞、资源匮乏等城市综合问题的有效途径。通过回顾浙江地下空间发展历程,分析地下空间规划编制中存在的问题和编制城市地下空间开发利用规划的重要性和必要性,研究制定了浙江省城市地下空间开发利用规划编制导则,明确城市地下空间开发利用规划在城乡规划各个阶段中的主要任务和主要内容,以规范浙江省城市地下空间开发利用规划的编制工作,并为我国城市地下空间开发利用规划导则的出台起到一定的推动作用,亦可为其他专项规划的编制作一范例。
