鑒於一九四九年公粮自开徵以来,由于我们全体干部的努力与广大羣众的积极支持,获得很大成绩,基本上保证了供给,保證了各項工作的進行舆物價平穩。但目下部分地區因工作中心转移,徵粮幾乎陷于停頓,全部任務,尚未完成,给予財政收支以嚴重影响,如不能加以有效的克服,今后一切工作均將困難進行。为了爭取財政收支平衡,保证供给,澈底完成徵粮任务,特於本月六日發出認真清理公粮尾欠的指示如下:
In view of the tremendous achievements made in the official grain sale in 1949 since its inception, the hard work of all our cadres and the active support of the broad masses of the people have yielded remarkable results and have basically guaranteed supplies and ensured the smooth progress of various tasks. However, due to the transfer of work centers in some areas, the requisitioning of grain is almost at a standstill. All the tasks have not yet been completed and the financial revenues and expenditures have been seriously affected. If all these tasks can not be effectively overcome, all work will be difficult in the future. In order to strive for a balanced fiscal revenue and ensure supply and complete the task of collecting grain, we issued a directive on earnestly cleaning up the due on the sixth of this month as follows:
