按照欧盟《2008年排放交易指令》的规定:自2012年1月1日起,进出欧盟境内机场的全部航班所排放的温室气体量都将被纳入欧盟温室气体排放交易体系。该指令一经颁布便遭到了国际社会强烈地反对,此举属于欧盟单边实施的强制性措施,违反了国际公约和国际法原则,是对国际民用航空组织的权力和国家主权的公然侵犯。在国际航空减排问题上,我国应加强国内立法、实现节能减排,同时构建多边谈判与合作机制,维护国家利益。
According to the EU’s Emissions Trading Directive 2008, the amount of greenhouse gases emitted from all flights to and from the EU airports will be included in the EU’s greenhouse gas trading system starting from January 1, 2012. The directive was strongly opposed by the international community once it was promulgated. This is a mandatory measure unilaterally implemented by the EU. It violates the principles of international conventions and international law and is a blatant violation of the power and national sovereignty of the International Civil Aviation Organization. On the issue of international aviation emission reduction, China should strengthen its domestic legislation to achieve energy saving and emission reduction while establishing a multilateral negotiation and cooperation mechanism to safeguard national interests.
