本文提出基础研究的目标除了一般所说的“认识未知世界,探求科学真理”,解决“有什么”,“是什么”和“为什么”问题以外,还有一个探索人的认识极限,解决“能什么”的问题。文中以探索原子频标的准确度极限为例,阐明“能什么”的探索不仅会极大地促进科学技术本身的发展,有助于“有什么”、“是什么”和“为什么”问题的解决,而且将是一个潜在的生产力,推动社会经济长远的发展。因此,这类探索极限人类认识能力的基础研究将起到科学技术本身的生产力的作用。
This paper proposes that the goal of basic research is to explore the limits of human cognition, in addition to what is generally called “understanding the unknown world, exploring the scientific truth,” solving the problems of “what”, “what is” and “why?”, What “problem. Taking the limit of accuracy of atomic frequency standard as an example, this article illustrates that exploration of ”what can be“ will not only greatly promote the development of science and technology, but also help to solve the problems of ”what is it,“ ”what is it“ and ”why? And it will be a potential productive force to promote long-term social and economic development. Therefore, such basic research that explores extreme human cognitive abilities will play a role in the productivity of science and technology itself.
