传统上人们以经济独立作为长大成人的标志。但如今中国出现了NEET族,即年轻不就业族。他们主动或者 被动放弃了谋生意欲,长期寄居在亲人的屋檐下,“长大不成人”是这些“成年孩子”及社会面临的共同尴尬。2005 年春天的“两会”期间,全国政协委员江中联的一份提案使得中国NEET群体浮出水面。 江中联在《关于积极稳妥安排“新失业群体”的建议》的提案中指出,“新失业群体”数量已经超过下岗职工 等“老失业群体”,这是人们首次在一个较高的层面关注到中国NEET问题。
Traditionally, people used economic independence as a symbol of growing up. But now there are NEETs in China, that is, young non-employed people. They voluntarily or passively gave up their livelihood and long-term residence under the eaves of their loved ones. “Being a grown-up” is a common embarrassment faced by these “adult children” and the community. During the “two sessions” in the spring of 2005, a proposal by CPPCC National Committee Jiang Zhonglian brought the Chinese NEET community to the surface. Jiang Zhonglian pointed out in his “Proposal on Actively and Steadily Arranged New Unemployed Groups” that the number of “new unemployed groups” has surpassed the “old unemployed groups” such as laid-off workers, which is the first time that people are paying attention to a higher level NEET question to China.
