High-sulfur coal-producing regions, such as Indiana, Illinois and Ohio, are facing the challenge of the Atmospheric Purification Amendment (CAAA), enacted in 1990. The three states located in the Midwest of the United States rank the top 10 coal consumers and existing reserves. High-sulfur coal mined in these states can not meet the CAAA’s 2000 annual discharge standard of SOp2 at 0.52 kg / GJ or 1.2 lb / MMBtu, even after being washed at a conventional coal preparation plant.
