在国际贸易往来中,为了更好地协调各国的卫生和植物检疫措施,减少农产品贸易争端,WTO组织成员在乌拉圭回合谈判中达成了《实施卫生与植物检疫措施协议》(以下简称SPS协定)。该协定确立了“科学证据”、“与国际标准相协调”和“区域化原则”等基础性原则。这些原则在规范农产品进口国实施卫生与植物检疫措施方面发挥了重大作用,同时也对出口国的农产品质量安全监管制度提出了更高要求。
In the international trade, in order to better coordinate the sanitary and phytosanitary measures of various countries and reduce the trade disputes over agricultural products, members of the WTO reached an agreement on the implementation of sanitary and phytosanitary measures during the Uruguay Round of negotiations (hereinafter referred to as SPS Agreement). The agreement established the basic principles of “scientific evidence”, “coordination with international standards” and “principle of regionalization”. These principles have played a significant role in regulating the implementation of sanitary and phytosanitary measures in the importing countries of agricultural products and at the same time have placed higher demands on the regulatory system for the quality and safety of agricultural products in exporting countries.
