文章以商水县小型农田水利工程建设实践为例,全面系统地总结了商水县农田水利工程建设现状、存在问题及改革措施,特别是创新管理模式(即小型农田水利工程管理体制改革主要有拍卖、租赁、个人承包、联户承包、农民用水协会股份合作5种形式)。小型农田水利工程产权制度改革是管好用好水利工程,使其发挥最大最长久效益,使运行管护处于良性循环的必经之路。
