今年4月30日福建省人民政府下达了2014年淘汰落后产能目标任务的通知(闽政〔2014〕19号)。福建省2014年将淘汰造纸落后产能35.98万吨淘汰落后产能是国家稳增长调结构的重要措施之一。根据国家有关文件,淘汰落后产能是指淘汰落后的生产线和生产装置,而不是关闭企业。为的是让保留下或新上的先进生产线更好地发挥作用,提升企业的技术装备水平和产品市场竞争力,缓解产能过剩造成的负面影响,使企业能够更好地发展。文件还规定企业淘汰落后产能经政府有关部门核实后,将给企业一定的奖励金。最近一些媒体不理解淘汰落后产能的政策,在媒体上不负责任地散布《淘汰落后产能的企业名单》,使社会误解为这些企业将要关闭,造成很大的负面影响,为保护企业的正当权益,以正视听,本刊摘要转载《福建省人民政府关于下达2014年淘汰落后产能目标任务的通知(闽政〔2014〕19号)》文件中附件2造纸部分。文件全文请到福建省人民政府网站查阅。
