本文就入世后石化企业职工教育面临的人才流失、职工教育的转型、人力资本投入开发不够等问题进行了阐述,提出了创建“学习型企业”;理顺职工教育管理体系、健全职教管理调控手段,务求实效;加强教材建设和师资、职教基地建设;改革和完善石化企业职教投资方式、完善职教动力机制和激励机制等举措。
