农村小型水利工程是农村基础设施的重要的组成部分,在农村的经济社会中起着相当重要的基础性作用。由于农村小型水利工程的规模小、数量大、所涉及的面广,所处的条件差异较大,所以就造成了建设和管理水平的参差不齐。目前在农村小型水利工程的建设过程中已经出现很多问题,早已不能够适应建设社会主义新农村的建设要求,也已经成为制约农村经济社会发展的重要原因,所以应该引起社会的广泛关注。基于此,主要针对我国现阶段农村小型水利工程管理中存在的一些问题提出了一系列可行性的有效措施,对我国农村水利改革方面提出了一些具有针对性的建设措施。
Small rural water conservancy projects are an important part of rural infrastructure and play a very important and fundamental role in rural economy and society. Due to the small scale and large number of rural small-scale water conservancy projects and the wide range of conditions involved, the conditions for their existence are quite different. As a result, the construction and management levels are uneven. At present, many problems have emerged in the construction of rural small-scale water conservancy projects, which have long been unable to meet the requirements of building a new socialist countryside and have also become an important reason for restricting rural economic and social development. Therefore, it should arouse widespread public concern. Based on this, a series of feasible and effective measures are put forward according to some existing problems in the management of rural small-scale water conservancy projects at present in our country, and some pertinent construction measures are put forward for the rural water conservancy reform in our country.
