国家可持续发展实验区是探索中国可持续发展之路的实践基地,建立科学的评估体系,测算和探讨实验区发展过程中存在的问题进而提出应对策略,对实验区的健康发展具有重要意义。以日照实验区为例,在阐述实验区发展概况和评价方法的基础上,从经济、社会、环境、科技四层面选取36个指标,核算各子系统可持续指数、水平指数、协调度指数和协同度指数。结果显示,各子系统可持续指数与水平指数波动增长,协调度和协同度指数波动较大,实验区呈现低协调弱可持续发展特征,环境和科技子系统对实验区可持续发展影响较大。今后应在保持地方生态环境优势的前提下,强化科技对经济和环境的支撑作用。
The National Sustainable Development Experimental Zone is a practical base for exploring the road to sustainable development in China. It is of great significance to establish a scientific evaluation system, measure and explore the problems in the development of the experimental zone and then put forward the countermeasures for its healthy development. Taking Rizhao Experimental Zone as an example, 36 indicators are selected from the four aspects of economy, society, environment and science and technology on the basis of expatiating on the general situation and evaluation methods of the experimental zone. The subsystems of sustainable index, level index, coordination index and Synergy index. The results showed that the index of sustainable development and index of each subsystem fluctuated, the degree of coordination and coordination index fluctuated greatly, the characteristics of low-coordination and weak sustainable development in the experimental area were shown, and the environmental and technological subsystems had a great influence on the sustainable development of the experimental area . In the future, we should strengthen the supporting role of science and technology in the economy and the environment while maintaining the advantages of local ecological environment.
