中关村科技园区、金融街、北京经济技术开发区、北京商务中心区、临空经济区和奥林匹克中心区等六大高端产业功能区,是北京高端产业发展之路的战略重点,是国内外优质资本聚集的重要区域。六大高端产业功能区增加值占北京市GDP的比重,已从2004年的28.8%,提高到目前的40%左右,成为引领首都经济向高端、高效、高辐射方向发展的重要支撑力量。始自去年的全球性金融危机给以外向型经济为主的六大高端产业功能区造成了无法回避的冲击和影响,截至目前,这种不利影响仍未消退。奥运之后、金融危机之下的2009年上半年,对北京六大高端产业功能区而言,是一种考验。但在危机中我们看到,以金融为代表的第三产业逆势增长,成为拉动六大高端产业功能区增长的主导力量;国家和北京市不断加大对六大高端产业功能区的政策支持力度,今年上半年,中关村国家自主创新示范区获得国务院批复,北京天竺综合保税区一期顺利通过国务院联合验收组验收,金融街西拓启动,CBD东扩起航……六大高端产业功能区的发展仍饱含着向上的动力。
