水电开发规划必须从基于单个项目的规划方法向更加整体性考虑的综合规划方法过渡,即结合流域规划,并综合考虑多个水电工程和全流域潜在的工程、经济、社会和环境问题。这样有助于使效益最大,成本最低;还能使利益相关者权衡机遇与风险,以便对可持续和公平合理地开发水电达成一致。印度喜马拉雅山地区两条河流流域水电资源开发规划的研究是由世行“公共-私营基础设施咨询基金”(PPI-AF)资助的,简要介绍了实现这一整体规划框架的步骤。
Hydropower development planning must transition from a single project-based planning approach to a more holistic approach to integrated planning that incorporates basin planning and takes into account potential engineering, economic, social and environmental issues across multiple hydropower and basin-wide areas. This will help maximize efficiency and minimize costs; it will also enable stakeholders to weigh the opportunities and risks in order to agree on the sustainable and equitable development of hydropower. The study of hydropower resource development planning for the two river basins in the Himalayas of India is funded by the World Bank’s “Public-Private Infrastructure Advisory Facility” (PPI-AF) and provides an overview of steps to achieve this holistic planning framework.
