我省卫生监督与疾病控制体制改革(以下简称“两项体制”改革),在省政府的领导和卫生部的直接指导下,坚持从实际出发,把两项体制改革纳入城镇医药卫生体制改革的总体部署之中,认真研究,精心组织,加快实施,在抓好试点的基础上,仅用一个半月的时间,首先完成了省本级的两项体制改革工作,使全省的两项体制改革迈出了实质性的一步。随后各市、州两项体制改革工作陆续启动,力争在三月底前,市(州)两项体制改革全部结束,上半年大部分县(市)两项体制改革也将基本完成。到目前为止,省本级以及长春、吉林、辽源市卫生监督机构已正式挂牌运行;通化、四平等6个地级市(州)两项体制改革方案已报编制部门待批。下面将有关情况汇报如下: 一、加强领导,统筹规划,把两项体制改革切实摆到重要位置推进两项体制改革,既是贯彻依法治国方略,加快卫生工作法制化进程的需要,也是贯彻预防为主方针,适应防病
