监督公开是有效融合人大监督、舆论监督和社会监督的可行途径。进一步规范、完善监督公开工作,形成稳定、普遍、规范的公开常态,是全面贯彻执行监督法、不断提升人大监督实效的内在要求,也是满足人民群众日益增长的政治参与愿望的客观需要。但从各地人大工作实践来看,监督公开依然存在着不及时、不完整、不规范等诸多欠缺。因此,客观评价监督法施行以来的监督公开情况,探析公开不足背后的相关缺失,有助于人们更好地思考、完善和实践监督公开,更有效地推动监督法“落地”。。
Oversight of publicity is a viable way to effectively integrate the supervision of the people’s congress, public opinion supervision and social supervision. To further standardize and perfect the work of supervision and openness and to form a stable, universal and standardized public normal is an inherent requirement for the full implementation of the Law on Supervision and the continuous improvement of the effectiveness of the people’s congress’s supervision. It is also an objective requirement for meeting the people’s growing desire for political participation. However, judging from the practice of people’s congresses throughout the country, there are still many shortages of oversight and publicity that are not timely, incomplete and not standardized. Therefore, to objectively evaluate the supervision and openness since the implementation of the supervision law and to probe into the relevant deficiencies behind the openness will help people to think, improve and practice supervision and disclosure more effectively and promote the monitoring law “landing ” more effectively. .
