2000年,在区文明办的指导下,石景山区成立了文明市民学校,总校设在社区学院,各街道办事处成立了市民学校中心校,居委会成立了市民学校基层校,初步形成了以社区学院为龙头,以街道市民中心校为骨干,以居委会市民学校为基础的三级市民教育网络。十年来,市民学校蓬勃发展,教育功能不断延伸,教育内容和形式不断拓展,已从最初单一的社区文明教育载体逐渐发展成为目前集文明传播、科技和知识普及、思想道德教育、家长教育为一身的社区教育实体网络。市民学校根据社区发展和居民生活需求,开展了丰富多彩的教育培训和学习活动,充分调动社区居民参与学习的积极性和主动性,不断满足居民学习需求,不断提升社区居民科学文化素养和道德文明素质。市民学校已成为构建终身教育体系,建设全民学习、终身学习的学习型城区的重要依托。然而,市民学校在建设和发展过程中存在各种各样的问题与困惑,这些问题和困惑势必会影响市民学校社区教育功能的发挥,从而不利于社区教育的发展和学习型城区建设。北京建设世界城市和石景山建设首都CRD的目标对市民素质提出了更高的要求,未来市民学校肩负着更加艰巨的任务的使命。因此,全面了解和把握市民学校的建设和发展状况,分析和解决存在的问题,具有重要的现实意义。本文以石景山区139所居委会层面的市民学校基层校为研究对象,通过调查,深入了解石景山区市民学校现状,发现问题,研究解决办法,从而推动石景山区社区教育的发展,促进终身教育体系的形成和学习型新城区的建设。

Citizens’ schools have become an important support for constructing a lifelong education system and building a learning-oriented urban area for all-people learning and lifelong learning. However, there are various problems and confusion in the process of construction and development of citizen schools. These problems and confusion will inevitably affect the development of citizen school community education functions, which is not conducive to the development of community education and the construction of learning-oriented urban areas. Beijing’s goal of building a world city and Shijingshan’s capital-building CRD puts higher demands on the quality of citizens. In the future, citizen schools have the mission of taking a more arduous task. Therefore, it is of great practical significance to fully understand and grasp the construction and development of citizens’ schools and to analyze and solve the existing problems. This article takes 139 grass-roots schools of citizen schools in Shijingshan District as study objects, and through investigation, it deeply understands the current situation of citizen schools in Shijingshan District, finds out the problems, and studies the solutions so as to promote the community education in Shijingshan District and promote the formation of lifelong education system And learning new city building.
