亚洲开发银行最近的专题调查报告指出,尽管亚洲经济发展速度在世界各地区中仍将居领先地位,但并不意味亚洲的经济结构已趋于合理化。这是因为,在以往的“恶劣奇迹”中,偏重资本投入和依赖廉价劳动力占了相当大的成分。这份《崛起的亚洲:变革与挑战》的研究报告认为,亚洲经济发展潜力无可非议,但亚洲未来的经济发展面临重大挑战,集中表现在结构调整的迫切性方面和急待纠正的过度依赖资本投入,尤其是过度地对外资寄于希望,其结果是未能从根本上优化本国的经济体制和产业构成,未能通过合理的经济体制最大限度地发挥国民的创造力。
According to a recent thematic survey by the Asian Development Bank, although the pace of economic development in Asia will remain a leader in various regions of the world, it does not mean that the economic structure in Asia has become more rationalized. This is because in the past “bad miracles”, the emphasis on capital investment and reliance on cheap labor accounted for a considerable part. The research report on “Rising Asia: Change and Challenges” holds that the potential for economic development in Asia is beyond reproach. However, the future economic development in Asia faces major challenges. It focuses on the urgency of structural adjustment and the over-reliance on capital investment . In particular, excessive sending of foreign funds to the hope has resulted in the failure to fundamentally optimize the country’s economic structure and industrial structure and to fail to maximize the national creativity through a reasonable economic system.
