8月16日,抚顺市普降暴雨到特大暴雨。据悉,高峰降雨历时11小时,1小时最大降雨量8达106毫米,2小时达144毫米,平均降雨量127.3毫米,均为有气象记录以来最高峰。此次降雨过程时间短、雨量大而集中,造成抚顺、清原、新宾三县受灾,涉及23个乡镇204个村,受灾人口超过31万。“8·16”洪水肆虐,给抚顺局部地区带来灾害。抚顺市国土资源局全员全程参与抗洪抢险救灾,在洪水到来前,组织144个地质灾害易发区居民紧急避险,确保当地居民无一伤亡;在洪水消退
