精神动员是战争动员的重要内容,是进行战争的基础之一.无论是正义战争,还是非正义战争,都是如此.希特勒上台后,为了欺骗群众参加战争,对精神动员极为重视.他认为,“一个国家的力量首先不在它的武器,而在于它的意志,并且在征服外部的敌人之前,一定要消灭国内的敌人”.(〈英〉:艾伦·布洛克《大独裁者希特勒——暴政研究》(上),北京出版社1986年版,第310页)希特勒为了将德国人民绑上法西斯战车,在具体实施全民精神动员时,主要有以下几个方面的特点:
