The cadre personnel system is related to the success or failure of the socialist modernization drive and affects the overall situation of national reform, development and long-term peace and stability. The 15th CPC National Congress proposed the strategic task of “deepening the reform of the personnel system and introducing a competitive mechanism.” Therefore, I believe that it is undoubtedly of great theoretical significance to study the status quo and causes of the cadre personnel system and to explore the basic principles and trends in the reform of the cadre and personnel system.
