在总结企业技术创新评价研究成果的基础上，建立了一套可操作的企业技术创新综合评价指标体系。以福建省企业的技术创新为例，利用多元因子分析方法进行实证研究。最后针对企业在技术创新投入、产出和人才方面存在的问题提出政策建议。
