笔者在工作中发现,部分基层领导喜欢在开会或是搞活动发言时念讲话稿,况且讲话稿基本都是事先别人为他们写好的。对这种凡讲话必念稿的行为,笔者实在难以认同。据笔者所知,如今在团场基层单位中,绝大多数领导干部都拥有大专或者大专以上学历,应该说在工作上有一定的理论水平和专业素质,完全有能力在小型会议和小型活动上进行脱稿讲话的。既然如此,为什么他们还要“凡讲话必念稿”呢?
