森林植被的减少和水土流失的严重,是导致会泽生态恶化的两大重要原因。不能说森林植被的减少是生态恶化的惟一原因,也不应把水土流失的严重当作是森林植被减少的必然结果。而大量的,占土壤流失总量一半以上的水土流失是发生在农业用地中的坡耕地,特别是陡坡耕地上。因此,重点工程建设要从根本上解决水土流失严重的问题,坡耕地的治理是一大关键。会泽县地处云南省东北部、曲靖地区东北部,全县总面积5854平方公里,境内河流属金沙江水系,大小河流155条,较大河流为牛栏江、小江、以礼河三大水系。全县水土流失面积高达3801.4平方公里,占全县总土地面积的64.5%,是全省水土流失严重地区之一。
