在事业单位改革不断推进的背景下,优抚医院的发展面临着许多矛盾和问题。为了对优抚医院发展现状和发展性问题进行梳理,文章结合定量和定性分析,从发展差异、经费来源、专业康复、服务对象和人员结构方面具体呈现并分析了优抚医院现状及发展困境。并对优抚医院人力资源情况进行典型性分析,对人员“入口难,出口松”的问题进行了深入剖析。
Against the backdrop of the continuous reform of public institutions, the development of the special care hospital faces many contradictions and problems. In order to sort out the development status and development issues of the special care hospital, this paper combines the quantitative and qualitative analysis to present and analyze the current situation and development predicament of the special care hospital from the aspects of development differences, sources of funding, professional rehabilitation, service targets and staff structure. And analyzed the typical situation of the human resources in the special care hospital and conducted an in-depth analysis of the problems of personnel “entry difficulties and export slacks ”.
