汉朝统治者为鼓励民众进京告发地方官吏横行不法的行为,专门设立了“言变事”制度。规定普通民众可以要求官府提供食宿、车辆,直接进京到朝廷反映官吏们的贪污行为,对国家的大政方针发表个人见解或直接给予批评。汉武帝对民众举报的线索都派监察官调查。据记载,当时惩治贪官污吏的线索,有相当一部分是来自民众的举报。以至于后来统治者会把民谣作为罢黜官吏的依据。
