“四项补贴”在我国农业补贴政策中占据重要位置并对农业发展做出了重大贡献。分析了我国近年来农业“四项补贴”政策的执行状况,及其所存在的农业补贴认识不充分、补贴政策协调配合不足、农业补贴政策成效减弱和农业补贴法制缺失的问题,并提出继续加大农业补贴资金投入力度、优化农业补贴支出结构、鼓励创新农业补贴措施、强化农业补贴绩效管理和加快构建农业补贴法律体系,为国内当前正在进行的农业补贴改革提供一定的决策建议和政策参考,以期构建更为科学合理的农业补贴政策体系。
The “four subsidies” occupy an important position in the agricultural subsidy policy in our country and have made significant contributions to the development of agriculture. This paper analyzes the implementation status of agricultural “four subsidies” policy in recent years in China, as well as the existing problems such as inadequate understanding of agricultural subsidies, inadequate coordination of subsidy policies, weakening of agricultural subsidy policies and lack of legal system of agricultural subsidies. We will continue to increase investment in agricultural subsidies, optimize the structure of agricultural subsidies, encourage innovative agricultural subsidies, strengthen the performance management of agricultural subsidies and accelerate the establishment of a legal system for agricultural subsidies, so as to provide some suggestions and policies for the ongoing agricultural subsidy reform in China Reference, with a view to building a more scientific and reasonable agricultural subsidy policy system.
