北京修造厂第五车间变压器、发电机工段在十一月六日发生大火,整个工段的厂房和厂房中的发电机、变压器等大部成品或进入结尾工作的半成品全被烧毁,损失约达70万元之多。这次大火的直接原因,是严重地违反了安全技术规程。安全技术规程中规定:“干燥室内不准将干燥物件放在炉丝的铁板上,以防烧损。”但是这个工段的一位组长在第二号干燥室却用木板凳垫电机线圈进行烘烤。严重的是这样违反安全技术规程的现象却没有得到纠正,以致在十一月六日当热力骤然增高时引起燃烧。又加上当夜值班执行开、合闸通电加温工作的是一个年仅十八岁,入厂不足两个月的徒工,因在合闸后去写诗,延长了加温时间,发现冒烟起火后又由于缺乏消防知识而打开了干燥室门,致使火熖扑进厂房酿成大火。但是引起这次大火的主要原因是在于这个厂严重的忽视安全。这个厂平时没有很好开展消防安全工作,没有贯彻执行国务院关于加强消防工作的指示。全厂没有建立防火的逐级负责制;也没有把消防工作纳入厂的生产管理计划之内;全厂和各车间、工段都未制定防火安全制度;党组织和行政领导也没发动群众揭露火险;安全规程流于形式。此外在四个消防员中有一个已59岁,另外两个抽去做司机,消防车当做运输车使用,9月间又将消防队由保卫科改由行政科领导,这样就 A fire broke out on the transformer and generator section of the Fifth Workshop of the Beijing Plant.
