我省各专、县分布的不少地方国营工业企业单位,几年来随着国家建设的增长有了较迅速的发展,在供应当地人民生产与生活资料方面,起了不少作用。由于這些企业具有和农村经济情况相适应的分布广、规模小、行业杂、产品多的特点,因此,由省、专进行较集中的管理,已日益不能发挥其应有的作用。为加强地方国营工业的具体领导,进一步满足当地人民各种多样的要求,因此将目前各专区管理的一部份企业,移交给所在县直接领导,同时,在有条件的县份,稳步地建设一些新的企业.是完全必要的。建立与发展县营企业的方针,必须是为当地人民的生产与生活服务。在全国总的平衡条件下,按照「就地取材、就地制造、就地推销」的原则,加强计划性,防止盲目发展的倾向。根据我省
