波兰的水电资源同欧洲其他国家比起来很有限.另外,波兰的水资源在某个时期和地区分布也不平衡,又有技术和经济的原因,就没有鼓励未来的用户去开发水电资源.基于一般的水文条件,估计波兰在技术上可行的年发电量为121亿千瓦小时,却只占这个国家所需能源的百分之八.为了充分开发水电资源需要建造几百个各种类型及不同规格的水电站,这些电站可以利用山区和平原河流的水能来发电.但到目前为止,只开发了水能资源的百分之十五.尽管与不利条件有关,但波兰的能源部门仍对水能资源的利用寄于厚望,这主要是基于以煤为燃料的热电厂灵活性差的缘故.而水力发电站具有好得多的灵活性,尤其是在用电高峰期,容易控制并能提供备用的电力
