事业单位作为国家的社会服务行业,其在经济发展中起着不可估量的作用。随着社会主义市场的不断发展和变化,事业单位的管理模式已经不再适应,必须对其进行改革,才能跟上时代发展的步伐。本文首先对我们国家事业单位人事管理的现状作了简要分析,然后从四个方面分别阐述了我国事业单位人事管理中所存在的一些问题:组织结构僵化、机构失调、人员冗余、财政负担,最后从五个方面提出了我国事业单位人事管理改革的方向及对策:撤销重复部门、改革产权结构、政事分开、改变管理模式、施行聘用制。所以,社会主义市场经济体制下,事业单位必须要符合市场化的思想,对于不同的事业单位探讨适合自身的改革方法。
As a social service industry in the country, public institutions play an inestimable role in economic development. With the continuous development and changes of the socialist market, the management models of PSUs are no longer adaptable and must be reformed in order to keep pace with the development of the times. This paper first makes a brief analysis of the current situation of personnel management in our national institutions, then elaborates some problems in the personnel management of public institutions in our country from four aspects: the rigid organizational structure, the institutional imbalance, the redundant staff, the financial burden, Finally, the author proposes the direction and countermeasures of personnel management reform in public institutions in five aspects: removing duplicate departments, reforming the structure of property rights, separating political affairs and affairs, changing management mode and applying hiring system. Therefore, under the socialist market economy system, public institutions must meet market-oriented thinking and explore different reform methods suited to their own needs for different public institutions.
