一是人民授权的观念。国务院各部门是国家权力机关的执行机构,国家机关的行政立法、行政审批、行政监督、行政处罚的权力是人民授予的。人民是国家和社会的主人,政府公务员是人民的公仆。政府的各项工作、公务员的行政行为必须代表人民群众的根本利益。政府制定有关政策、贯彻管理措施,必须以保障人民的合法权益、满足群众的物质文化生活需要作为根本的出发点和落脚点。而不能利用行政立法和行政执法之便,扩大自己的权限、强化政府机关的权力、维护管理机关的利益。 First, people’s concept of empowerment.
